As a member of one of the world's largest integrated health care systems, the VA Eastern Kansas Health Care System serves as the primary health care provider for veterans in eastern Kansas and northwestern Missouri. The VA Eastern Kansas Health Care System (VAEKHCS) is comprised of the Dwight D. Eisenhower VA Medical Center (DDEVAMC) in Leavenworth, Kansas; the Colmery-O'Neil VA Medical Center (COVAMC) in Topeka, Kansas; and 10 Community Based Outpatient Clinics located in both Kansas and Missouri! .

First area of consideration (AOC) will be given to ! AFGE permanent employees, Leavenworth VAMC. Second area of consideration will be given to additional EKHCS permanent employees. Third AOC will be giving to the public (U.S. citizens and U.S. nationals).

NOTE: The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-07 to GS-11. The Professional Standards Board (a peer-review group) will review the selected candidate's education and experience and recommend the grade and step at which the candidate will be placed. The salary is based on the grade and step approved for the selected candidate.

Physical Therapist positions begin at a GS-7 (Entry) Level
and go through GS-11 (Full Performance) Level; below are the salary breakdowns

All requirements must be met by close of ann! ouncement. DUTIES:

Duties may include but are not limit! ed to: Primarily responsible for evaluating, planning and implementing the treatment program for patients with various disabilities and medical conditions. The therapist functions as an independent care provider within the health care team. The therapist must have a complete knowledge and depth of problem solving skills in order to develop and modify the treatment programs for a wide variety of disabilities. The incumbent will be expected to apply thorough evaluation principles to tease out difficult clinical symptoms. They will need to exhibit flexibility in problem solving as required by the findings on evaluation. Treatments will be based on current research. The incumbent is responsible for his/her own professional development, keeping current with treatment techniques as well as licensure. He/She may be assigned and rotated to the following treatment areas: acute inpatient, outpatient, and the Community Living Center (CLC).
Interprets the prescriptions requesti! ng PT using specialized skills and medical knowledge in the evaluation of the patients' medical condition.
Evaluates the patients' present functional levels and disabilities. Ages of patients served at this facility range from the young adult ages-end of life. Every effort will be taken to modify treatment in response to these variances so that optimal care can be provided for each patient referred.
Establishes meaningful therapeutic goals and independently designs a treatment plan to meet the goals established in the most efficient manner.
Completes appropriately timed re-evaluations for the patients and modifies the goals based on the information gained by re-evaluation.
A therapist functioning at the GS-11 level is expected to make changes to the treatment intervention based on patient response to treatment in a manner that utilizes creative thinking and problem solving that goes beyond the typical diagnosis-based treatment pathways in order to reach maxi! mal outcomes.
A moderately complex foundation of knowledge of indic! ations and contraindications for use of modalities.
The GS-11 level clinician will independently conduct treatment of patients with the diagnoses of upper and lower extremity joint replacements; degenerative conditions of the spine including spinal stenosis, spondylosis, and spondylolithesis; mild to severely impaired patients with stroke and other brain injury; a through range of upper and lower extremity tendonitis, bursitis and impingement syndromes; central and peripheral neurological diagnosed; and cardio/pulmonary conditions status post- surgery or medical treatment.
In addition, some knowledge is required in the area of central neurological disorders such as Parkinson's disease, multiple sclerosis, ALS, Huntington's chorea, and others.
Coordinates the scheduling of patient treatment with other PM&RS therapists as well as with the nursing staff.
Assesses the need for home equipment and orders or devises the necessary equipment to ensure optimal functio! ning in the home environment. This includes conducting visits to the home to make recommendations and take measurements and work directly with the patients and/or family members for safe use of equipment.
Conducts education for patients and family members in home exercise programs, transfer techniques and in efficient care for the patient in a way that is clear and understandable by those involved.

Work Schedule: Full-time.

Tour of Duty: Monday-Friday 8:00 - 4:30
Physical Requirements: Physical Therapist Functional Requirements: Heavy lifting (45 pounds and over); Moderate lifting, (15-45 pounds); Light lifting, (under 15 pounds); Reaching above shoulder; Use of fingers; Both hands required; Walking (up to 8 hours); Standing (up to 8 hours); Repeated bending (2 hours); Both legs required; Ability for rapid mental and muscular coordination simultaneously; Hearing (aid permitted). QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS:
U.S. Citizenship: Must be a United States Citizen (Non-citizens may be appointed when no qualified citizens are available in accordance with current regulations).
Education: Must be a graduate from a degree program in physical therapy from an approved college or university approved by the Commission on Accreditation in Physical therapy Education (CAPTE). The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. You must submit a copy of your transcripts.
License: Must possess a full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. Non-licensed PT's, who otherwise meet the basic requirements, may be given a temporary appoi! ntment as a graduate PT not-to-exceed two years under the authority of 38 U.S.C. 7405(c)(2). Non-licensed individuals appointed as a temporary graduate PT may be appointed as PT without being fully licensed. You must submit a copy of your current License. English Language Proficiency: PT's must be proficient in spoken and written English as required by VA Handbook 5005, Part II, chapter 3, Section A, paragraph 3j. GRADE DETERMINATIONS: Your salary and grade will be determined by the Professional Standards Board (PSB). The PSB is a peer review process. The PSB will review your individual qualifications, education, professional training/internship(s) and professional experience to determine the most appropriate salary and grade based on your individual accomplishments. Candidates must be licensed for assignment at this grade level and are considered at the full performance level.

Experience/Education for the GS-07: None beyond the basic requirements (above).
Experience/Education for the GS-09: In addition to meeti! ng the basic requirements, candidates must have 1 year of post degree progressively responsible experience equivalent to the next lower grade or a master's degree or a master's degree in physical therapy or a directly related field. In addition, candidates must fully demonstrate the knowledge, skill, abilities and other characteristics (KSAOs) listed below.

1) Knowledge of anatomy, physiology, physics, kinesiology, psychology, pathophysiology and surgical procedures as they relate to human function.

2) Knowledge of and ability to apply clinically appropriate assessment techniques and treatment interventions to address human pathophysiology and dysfunction.

3) Ability to communicate, both orally and writing, with patients, families, caregivers, and other healthcare professions.

To qualify for the GS-11 you must possess 1 year of progressively complex experience and a broader scope of experience equivalent to the next lower grade; or 3 year! s of progressively higher level graduate education leading to a doctoral degree; or doctoral degree in physical therapy or a directly related field.

Experience/education for the GS-11: In addition to meeting the experience requirements and KSAs at the GS-9 level, Physical Therapists at this grade level must demonstrate the following KSAs:

1) Knowledge of contemporary and evidence-based PT practice.

2) Ability to interpret clinician prescriptions and referrals.

3) Skill in communicating, both orally and in writing, with patients, families, care givers, and other health care professions to facilitate the multidisciplinary treatment process.

4) Skill in utilizing appropriate screening and evaluation techniques required to appropriately provide direct patient care.

5) Knowledge of clinical signs and symptoms to make appropriate referrals for further medical attention/assessment as indicated.
